NSQF :-
NVEQF (now NSQF) is a nationally integrated education and competency based skill framework that will provide for multiple pathways both within vocational education and between general and vocational education to link one level of learning to another higher level and enable learners to progress to higher levels from any starting point in education and skill system. It is a framework to enhance employability skills of our students by introducing applied learning skills in integration with academic stream.
Haryana is the only state in the country having successfully launched and implemented NVEQF pilot project allotted by MHRD during 2012-13. The State Govt. Introduced 4 trades i.e. Retail, Security, Automobile and IT/ITes two each in 40 schools in 8 districts of Haryana during 2012-13. Now the students would be graduating L-4 along with 10+2 in May/June 2014. These skills start with L-1 from class 9th and end with L-4 on completion of class 12th at school level. Thereafter there are multiple pathways where under students can pursue higher studies and those who attain the age of 18 and are desirous of placement, the SSCs have the mandate for their placements. SSCs (Sector Skill Council) and NSDC (National Skill Development Corporation) are now planning for such placements for the students graduating L-4.
25,000 students stand covered till date. Many more trades would be added as and when NOSes (National Occupational Standards) are provided by SSCs and PSSCIVE Bhopal provides course content. Similarly more schools would be added. This being a Centrally Sponsored Scheme, the number of additional schools to be covered depends upon the approval given by MHRD.
The state Govt. shared learning of the project with MHRD Govt. of India and other states which in turn facilitated modifications in the Centrally Sponsored Programme of ‘Vocationalisation of Higher Secondary Education’. The State even came out with an Operational Manual for the implementation of the programme which has since been shared with MHRD and also with the States for their benefit. The success of the programme has been acknowledged at various national forums. MHRD Govt. of India allotted another 100 schools in 2013-14 where in addition to 4 trades as mentioned above, the State Govt. introduced another 3 trades namely Patient Care Assistant, Physical Education & Sports and Beauty & Wellness – of course two trades in each school as per ceiling/norms fixed by the Govt. of India.
The state has taken another lead in establishing a State Level Centre of Excellence in the applied learning skills at Faridabad with a Govt. Model Sr. Sec. School in applied learning skills in its campus where all the seven skills have been introduced and each student enrolled in class 9th would take up IT/ITes in addition to one other trade. The Centre of Excellence would act as a model in training of Master Trainers, Teachers, upgrading skills of manpower deployed in the industry, undertake research activities and also would act in close coordination with Industry.
The State has also started implementation Star Scheme for skilling unemployed youth, enhancing the employability skills of out of school children, semi-skilled persons, empowering girls and women and also rope in the children studying in regular schools who opt for training posts school hours. The scheme is being implemented by NSDC.
The state has recently facilitated its implementation by providing infrastructure, lab facility, faculty etc. etc. and the reward money is apportioned amongst the children/candidates who clear the assessment done by the NSDC. It goes without saying that state has got necessary expertise and capability to expand/undertake the skilling programme which the Hon’ble Prime Minister has now declared as one of the priorities of the country. The State would like to have liberal funding exclusively for the implementation for this project in Haryana.
